CR-BPS was hired to conduct a Facility & Site Asset Management (FSAM) Program for all City-owned buildings and sites in Red Wing, Minnesota.
The program supports long-term facility assessments and capital planning, helping the City make informed decisions about building needs and improvement projects.
Supporting Long-Term Facility Planning
The City established its FSAM program to better manage facility conditions, prioritize improvements, and plan future investments. The program aims to prevent premature deterioration, fund timely system renewal projects, maintain efficient operations, promote energy efficiency and reduce deferred maintenance costs.
The program also provides ongoing reporting across several key areas:
- Facility condition: Tracking building conditions through the Facility Condition Index (FCI).
- Energy performance: Reviewing Energy Use Intensity (EUI) to understand energy consumption.
- Life cycle analysis: Evaluating long-term facility needs and planning for system renewal.
- Space needs: Assessing space requirements to support the City's facilities.
- Investment planning: Reviewing improvement opportunities and potential return on investment (ROI).
- Health, safety and accessibility: Considering safety requirements and Americans with Disabilities Act (ADA) compliance.
- Regulatory and operational measures: Tracking other performance metrics important to the City.
Investigations and Feasibility Studies
In addition to the FSAM program, CR-BPS provided on-call investigative services, predesign support and feasibility studies. This work helped identify and analyze problems affecting individual buildings and sites, giving the City additional information to evaluate needs and consider potential solutions.
Through facility assessments, technical investigations and ongoing reporting, the FSAM program provides a framework for prioritizing improvements and supporting long-term capital planning.
