Facility Condition, Energy Assessments and Capital Planning.
St. Louis County, Minnesota.
CR-BPS was hired to develop a Facility & Site Asset Management (FSAM) Program for St. Louis County, Minnesota. The project included comprehensive condition and energy assessments of County-owned buildings and sites, including civic facilities, public works buildings, environmental services facilities and government service centers.
Over several years, CR-BPS worked with the County's Property Management Department to populate its asset and energy management software with building and site condition data, asset information and energy data.
Forensic Investigations and Capital Planning
CR-BPS also provided on-call forensic investigative services to help the County plan capital projects and address building problems.
Examples of this work included:
- Evaluating the exterior enclosure integrity of several historic buildings.
- Assessing the viability of renewable energy generation.
- Conducting energy modeling for Energy Star certification.
- Reviewing Minnesota State Historic Preservation Office (SHPO) demolition requirements.
- Studying locations for Public Works tool houses in the Fourth District.
- Conducting predesign feasibility studies for consolidating several offices.
Long-Term Facility and Energy Management
CR-BPS developed recommendations for corrective actions and 5-, 10-, and 20-year capital plans and budgets. The work also identified energy conservation opportunities and informed the design of critical improvement projects to maximize benefits.
CR-BPS continues to work with St. Louis County to provide updates and support ongoing capital planning and energy management.
